It something that I have looked into doing as you don't really need any skills just contracts here in the UK and a handful of kids in the 3rd world. I'd say the job description is more a recruitment agent fencing himself as a specialist while outsourcing to the 3rd world.
My brother outsources Web Development to people in India and a few other places, and they're definitely not kids. Most are late 20s to 30-something. That said, they usually produce work that needs to be spot-checked and refined, but so do many developers here.
He also has developers here, and they actually do less work and log more hours, then produce half-finished results as often as not. It's almost painful dealing with them, aside from a few and most have been let go because of cost overruns resulting from their work.
He's done the work himself, so he knows how long it should take, and he does have one guy here he's promoted to project manager who can check the work and also verify it or fix it if needed. In one case, he actually took 30 minutes to rebuild something that another guy had logged more hours for and never finished.
Either way, I think he pays the same or close to, but with a few exceptions he has had more success with International employees. The only real issue--her or there--is that sometimes people use unlicenced images which can cause problems later. I suggested replacing all such content if unverified because I know he's had to pay out >3K on at least two occaisions because of it. Takes quite a few jobs to make up for that.
It's not really so simple as just getting and pushing out jobs and checking them though. Mostly, it involves pitching sales, finding clients, maintaining them, and communicating needs to everyone involved in the project as it happens.
Sometimes it doesn't happen that your Designer doing Vector graphics can communicate easily with a client and you have to go between to get things sorted out and make sure the client gives a clear picture of what he/she is looking for. Other times, it's something else.
I'm also certain that he doesn't make near $600/hr consistently even if his business does do well. People have to be paid, jobs generally take 2-3 weeks to complete, and there is competition.
